Problem Analysis: The volunteers of FPA have played a pioneering role in promoting family planning in Sri Lanka. They took up family planning when the subject of family planning (FP) was very controversial and, demonstrated to the government and the people, the benefits accruing to the society through good quality reproductive health (RH) and family planning (FP) programmes. Thanks to the pioneering efforts of FPA, the Government of Sri Lanka through its annual budgets commits considerable amount of resources to the national reproductive health programmes.

Changing priorities however, and especially with a greater focus on the 5As, call for more varied skills and expertise from volunteers at every level. The challenge for the FPA is to recruit volunteers, both at national and sub-national levels, who are capable of providing the necessary leadership and expertise in the field of SRH.

As a premier FP/RH voluntary organization, FPASL encourages and seeks the support of volunteers especially in the areas of: 

  • Advocacy
  • Resource mobilisation
  • Policy formulation
  • Monitoring and evaluation

Strategic Direction: FPASL will work towards developing/improving the skills of volunteers at every level to advocate strongly for increased commitment and resources for SRH and to strengthen their ability to provide leadership in this area.

Goal: FPASL continues to maintain provide leadership to the sexual and reproductive NGO sector in Sri Lanka Objective Develop the capacity of the volunteers to be effective in rendering their services in; (a) policy formulation; (b) advocacy for resource mobilisation, and (c) monitoring and evaluation.

Activities:

  • Recruit committed, knowledgeable and able volunteers from all sectors of society to work towards achieving FPA’s objectives and develop effective mechanisms of communication with them.
  • Encourage the involvement of women, client groups, youth and the disadvantaged on volunteer boards and committees and increase the participation of women in leadership / management positions in the FPA
  • Provide orientation for volunteers and staff on the work of IPPF FPA and on the respective responsibilities and obligations of both volunteers and staff regarding good governance and management
  • Undertake orientation and consultation meetings/workshops for key influential groups - such as parliamentarians, community leaders and the media etc - in order to mobilise more resources 
  •  Develop detailed ‘job descriptions’ for all voluntary positions and Terms of Reference for all volunteers committees.

  • Image and esteem of FPA improved both at sub-national and national levels
  • FPA is led by volunteers with proven expertise in development, specifically in the field of SRH
  • Improved participation of hitherto under-represented groups, particularly young people and women, in the governance structures of FPA
  • Increased financial resources available to FPA
  • FPA is invited to sit on Government Committees on Reproductive Health.
