Situation Analysis: Despite Pakistan’s spectacular progress in reducing the population growth rate 3.1% per annum in 1981 down to 2.1% per annum, there is still a large gap between awareness, knowledge and practice of family planning (UNFPA/GP-2003 and Population Perspective Plan 2012). The relevant responsible factors include the gap between knowledge and practice, the accessibility and affordability of services and removing psycho-social barriers, misconception and doubts which hinder practice.
Key Challenges:
1. Obscurantist groups that hamper advocacy efforts to promote SRHR with governments, donors and general public.
2. Lack of prioritization for SRHE, particularly family planning in the national and international development agenda.
3. Lack of systematic advocacy campaigns targeting community and people’s representatives.
4. Difficulty in measuring the impact of advocacy due to lack of appropriate indicators.
Strategic Direction: FPAP will work towards ensuring that right based approaches are respected in all SRHR programmes at national level.
Goal: Strong public, political and financial commitment to and support for SRHR at the national and international levels.
Objectives:
1. To promote and further the recognition of SRHR/FP and related rights in legislation and policy and to generate support at the government and community level
2. Increase funding support for FPAP particularly for SRHR/FP related rights and programmes.
Activities to achieve objective 1:

Conduct a
baseline survey to understand the existing level of knowledge and information about current policies/legislation amongst NGOs, CBOs, the media.

Establish and enhance partnership with women’s groups, rights activists, teachers, academicians, elected representatives,
policy makers, CSOs and opinion leaders to advocate SRH/
FP as fundamental rights.
- Develop and deliver BCC campaigns.

Advocate for larger resource allocation to
SRH related sectors.

Build capacity of staff and volunteers in latest
advocacy and fund raising techniques.
Activities to achieve objective 2:

Undertake capacity building exercises of staff and volunteers to advocate for increased resources for
SRHR.

Undertake a SWOT analysis of FPAP’s capacity to integrate
advocacy activities with resource mobilization activities.

Develop a FPAP-wide Resource Mobilisation Strategy.

Hold donor coordination meeting to introduce new Strategic Plan and to strengthen existing and develop new linkages donor agencies.

Establish mechanisms for regular liaison with policy makers for increase commitment to SRHR.

Disseminate information about FPAP’s achievements and needs to policy makers, opinion leaders, funding partners and government leadership.

Approach philanthropists and corporate sector for resource generation.
