Job Purpose:

  • To strengthen the evaluation culture in IPPF South Asia Region (SAR) and to improve the documentation of IPPF's work and achievements in the SAR.
  • To facilitate implementation of IPPF's strategy for Evaluation and Organizational Learning in IPPF SAR by establishing competent, sustainable and integrated Monitoring, Evaluation and Organizational Learning systems in the Member Associations (MAs) of SAR.
Key Tasks:

  • To develop implement and co-ordinate a Regional strategy for OLE and to facilitate use of evaluation findings for evidence-based-decision-making in IPPF SAR.
  • To collect and analyse data on the work of SAR MAs (service statistics, Global Indicators etc.) and present them in a systematic and user-friendly manner as required.
  • To provide technical support for the process of systematic data collection of service statistics in MAs.
  • To systematically reflect, analyze and systhesize country programme experience, research, and overall trends and share with other South Asia Regional Office (SARO) staff
  • To faclilitate Region-wide learning by ensuring that learning experiences and potential linkages between the MA programmes are analyzed, documented and incorporated into programmes.
  • To contribute to the development of guidelines, policies, standards and technical tools in SAR.
  • To ensure the integration of learning information management and IT to create effective knowledge management practices.
  • To support POs in evaluation of national/Regional programmes
  • To provide technical support to SAR MAs on OL, Research and Evaluation (such as integrating Evaluation in project proposals).
  • To ensude that frameworks to monitoring visits are developed and monitoring visit reports to MAs are collected and utilized for donor reporting
  • To be the focal point for work on OL and monitoring and evaluation (M&E) in SARO with Central Office (CO), London and SAR MAs
  • To contribute to IPPF's emerging agenda on OL and M&E and implement the same in the Region
  • To be the knowledge resource on discourse in the field of current OL and M&E
  • To ensure that any intervention in an MA is undertaken in collaboration with the Directors (Country)
  • To build and maintain positive working relationships with all members of staff and contacts both within and outside the Federation
  • To undertake any other reasonable duties as may be requested from time to time.
Responsibilities:

  1. Staff responsibilities carried out by the job holder - NA
  2. Financial responsibilities carried out by the job holder - Responsible for the SARO OLE budget and expenditure
  3. Advisory responsibilities carried out by the job holder - a) Train and advice SARO staff on monitoring and evaluation b) Advice POs, RD and Directors on technical issues related to OL and M&E c) Advice MAs on technical issues related to organizations learning and M&E.
Education and Qualifications:

Post graduate qualification (social science, public health, demography, statistics etc.)

Proven Ability:

5 years experience in evaluation and/or operational research of programmes to include the design and implementation of evaluation strategies.

To include 3 years experience in interpreting, analysing and documenting results from internaitonal development programmes.

Skills:

  • Excellent interpersonal skills. Ability to interact with diverse groups. Excellent training and facilitation skills
  • Excellent written communication skills
  • Strong analytical skills
  • Strong project monitoring and evaluation skills
  • Fluent in English. Fluency in other language(s) spoken in the South Asia Region would be desirable.

  • Awareness of and sensitivity to the multi-cultural environment in which IPPF operates
  • Willing ness to travel internationally-approximately 30-35 travel days a year.
