Working within the five parameters mentioned above, each CoE in the South Asian region has interestingly eveolved its own identity. The strategy for CoE on Safe Abortion is based on three pillars of excellence:
Capturing Learning: Increase capacity of MAs to gather data to advocate on the health and social justice impact of unsafe abortion within a gender and human rights framework; Establish effective mechanisms for documentation and dissemination of information about the legal status of abortion and availability of safe abortion services to the general public, service providers and other relevant stakeholders; Raising posers for a public debate through research, analysis and documentation, e.g. Is unsafe abortion a potent form of violence against women? Is the law against sex determination a barrier to access by women to safe abortion services?
Service Delivery: Plan and deliver a sensitization and capacity building programme with volunteers and staff; provide a range of abortion-related services; Provide technical support to establish standards of quality of care for abortion-related services; Develop guidelines and protocols for programme implementation, and evaluation tools; Develop a National Plan of Action for Safe Abortion.
Sphere of Influence: Negotiations with the Ministry of Youth Affairs and the Nehru Yuva Kendra are on. The 200.000 youth clubs across India will become the agencies of change taking emergency contraception to those most in need, facilitating access to safe abortion to those most in need, projecting field level realities relating to unsafe abortion and its impact on households by generating field level data on this issue.
